Well, we in this country have been living with that fear ever since 9/11/2001, ya know? Look at what happened in London and Madrid, and all the other attempted bombings in various places. Which might just as easily have been Toronto or Montreal.
The possibility will always be there. But bullies and thugs respect only one thing, and that is superior force. They have to know that there are severe consequences to severe behavior; take away all consequences, and you simply enable them.
With people like that, no amount of sweet reason and happy talk does half as much good as a swift punch in the nose or a kick in the ass. Then they will leave you alone, not before.
